UK and France to Deploy Forces to the Country in the event that a Peace Deal is Reached

The London and Paris have formalized a memorandum of understanding concerning the positioning of armed personnel in the nation if a peace agreement be made with Moscow, the British leader, Starmer, has stated.

After negotiations with Kyiv's partners in Paris, he indicated that the UK and France would "set up defense centers throughout Ukraine and erect protected facilities for military hardware and equipment" to prevent any potential invasion.

The allied nations also proposed that the United States would take the lead in monitoring a truce.

Moscow has on multiple occasions warned that any foreign troops in Ukraine would be considered a "valid objective", but has as yet not responded on this recent declaration.

Background and Ongoing War

The Kremlin's head Vladimir Putin began a full-scale invasion of Ukraine in the start of last year, and Russia currently holds about 20% of Ukrainian territory.

"This constitutes a crucial element of our vow to be alongside Ukraine for the duration," stated Starmer.

Heads of state and top officials from the "Coalition of the Willing" took part in the Paris negotiations.

Addressing reporters at a shared media briefing, he noted: "It creates the pathway for the juridical structure under which allied and coalition forces could work on Ukraine's territory, securing Ukraine's airspace and waters, and restoring Ukraine's armed forces for the future."

The British leader also stated that the UK would be involved in any Washington-directed verification of a potential ceasefire.

Security Guarantees and Negotiation Stances

Senior US negotiator Steve Witkoff remarked that "durable defense assurances and robust prosperity commitments are essential to a enduring ceasefire" in Ukraine – referring to a key demand made by Kyiv.

Witkoff indicated the allies had "largely finished" their work on agreeing such assurances "in order that the citizens of Ukraine know that when this war ends, it ends forever."

Jared Kushner, US President Donald Trump's representative, also participated in the discussions.

Meanwhile, French President Emmanuel Macron said that Ukraine's allies had made "considerable progress" at the talks.

He added that "strong" defense assurances for the Ukrainian government had been agreed in the event of a possible ceasefire.

Ukrainian President Volodymyr Zelensky said that a "significant development" had been made in the talks, but qualified that he would only view efforts to be "enough" if they led to the conclusion of the war.

Earlier, the Ukrainian leader said a peace agreement was "largely prepared". Agreeing on the last 10% would "shape the future of the peace, the fate of Ukraine and Europe".

Unresolved Issues

• Territory and defense assurances have been at the forefront of key disagreements for the parties involved.
• The Russian President has often said that Ukrainian troops must retreat from the entirety of Ukraine's eastern Donbas region or Russia will seize it, refusing any compromise over how to finish the war.
• The Ukrainian President has to date rejected ceding any territory, but has floated the idea that Ukraine could pull back its troops to an mutually accepted point – but only if Russia follows suit.

Russia currently controls about 75% of the Donetsk region and around 99% of the neighbouring Luhansk. The pair of oblasts form the area of Donbas.

The earlier US-led multi-point proposal that was circulated to the media last year was viewed by Ukraine and its EU supporters as being disproportionately favorable in Russia's favor.

This sparked weeks of high-level diplomacy – with the involved parties trying to amend the proposal.

Recently, Ukraine submitted the US an new proposal – as well as additional documents outlining potential defense assurances and arrangements for Ukraine's recovery, Zelensky added.
